Local Affiliate of the American Evaluation Association
Topic: Public interventions are carried out in an interrelated and multi-dimensional way. To discern their diversity and complementarity, we will resort to a stratification of six levels of interventions. Each level requires the application of specific appropriate evaluation concepts to evaluate their performance.
The first level is that of administrative activities carried out through targeted procedures. The second level is that of projects that involve several stakeholders interacting according to a given scenario. The third level is multidimensional programming carried out in partnership. The fourth level addresses the institutional effectiveness of actors involved in the public sector. The fifth level is one of interactive strategies and the sixth is public policy impacts.
During the workshop we will examine the intentionality of each level and the tools needed at each level and the inter-level linkages for a better systemic use of evaluation within the public sector.
Facilitators: Jean Serge Quesnel, CE, FCES was director of the evaluation offices of the Canadian International Development Agency (CIDA), the Interamerican Development Bank (IADB), and the United Nations Children Fund (UNICEF). The was one of the first chair of the evaluation Expert Group of the Development Assistance Committee of the Organisation for Economic Cooperation and Development (DAC/OECD). He was the founding chair of the Evaluation Cooperation Group (ECG) of the International Financial Institutions. He chaired the United Nations Taskforce that drafted the Evaluation Norms and Standard for the UN System. He is the founding coordinator of the Francophone Evaluation Network.
Jean Serge Quesnel is an associate professor at the National Public Administration School of Québec and a visiting professor at the Center for International Development and Globalisation of the University of Ottawa. He taught evaluation many years at the United Nations System Staff College.
